It's not bugged just a bit awkward I'd say, try by zooming in and out, and not just trying to get an exact angle as long as you're in front of the building.
So, it would appear, at least in my game, that taking a selfie with someone locks the game into selfie mode.
For example, if I go and take a selfie with Emily, and then go anywhere in town and just use my camera via the menu, I will be put into selfi mode with an NPC. In this mode, you can't get the blue mark on buildings or people for the portia times mission. However, you can "fix" the issue by quitting the game and lauching it again.
For the portia times missions, it doesn't matter if you are in or out of the picture, only the right angle counts.
Then again, those are my observations only, maybe it is different for others. But taking a selfie prior to take the mission photos was the constant.
With me it worked when I was next to the stairs, but zoomed out so almost whole building was in the picture!
