Report a translation problem
One of Carol's, the tailor, quests involved getting her a new Sewing Machine.
Once you do that, she can "revise" clothing to have the stats of whatever clothing you want.
Usually you'll use this to give low level clothing the stats of higher level clothes you've found.
Like you can revise the Meidi set pieces to have the same stats as Level 30 clothings or hats.
You just have to spend a few materials during the upgrade process, as well as having both of the clothing items if your inventory, the one you want to upgrade, and the one with the stats you want to copy.
About the only caveat is that certain special stats on clothings, such as the Action Point boosts from Gala or Elegant sets get erased if you revise them, same for the Critical Chance bonus from the Illusion Rabbit hat.
And I'm not even sure if that's intended, or just a bug.
As for unlocking the sewing machine quest, I'm not sure if Carol needs to be a certain friendship or if she'll just hand it out after a few main storyline quests, but just keep on keeping on.
It's most likely tied to the story part you're at.
I'm sure I'll be eating those words for the next dungeon that opens up.
