You need to walk at Central Palaza exit gate by the missing dog picture, and Polly will initiate a quest for you to find the dog. I believe you need to have good relationship with her in order to trigger it.

Polly is there starting around 15:00 hours. I had to leave out the gate and then come right back in for the quest scene to trigger.
