So, it works as intended. Just need to upgrade the axe and you will be able to cut them.
You also need to upgrade the worktable to be able to upgrade the axe to fisherman iirc.

Like how attacking a monster with a wooden stick might hit it for 1 damage w/ 1 attack, if you had say 100 attack it might hit for 100 damage
But if you had an iron sword you might hit for 100 damage w/ 1 attack, if you had say 100 attack it might hit for 200 damage
Trees have a defense value you need to overcome to do damage to them
Having better attack value axes means that they do more of the lifting, but with enough strength you can get by that
