how i go to sandrock, vegas 5, etc?

i need to finish a commission but i dont know where sandrock is

Have not got that far since starting over but you have to follow the main quests and Mint will show up and help with building a bridge to the desert and the road to Sandrock.

You never go to these places in the game. They are completely different regions. There is a large desert that is part of the Portia map named the Eufaula Desert and you will get the quest to build the Portia Bridge across to that area further in the storyline. NPCs from other regions DO come to Portia, and many of them (Mint, from Vega 5, for example) come to Portia during the main story quest to oversee construction projects.

Commissions from those places can be turned in to the fruity guy at the reception desk.

oh, thanks, in my comission i had to do a dee-dee stop to sandrock, but i reload my game because i saw that sandrock is locked for me -n- this game is confuse sometimes

If you read through those commission quests in your missions tab, they'll all say to turn in to Antoine at the Commerce Guild. They also mention turning them in to Antoine on the flyer itself. The quests for outside regions are very lucrative and give a lot of town rep points, but they are also some of the harder commissions you'll find on that board, so if you're fairly new and not really set up in the game, they can take days longer to complete. By mid to late game, these are the ones you'll want to beat Higgins to anytime they are posted.

No need to reload your game. There's nothing to be unlocked to do those commissions. It all happens through Antoine, and you can turn them into him anytime, not just while the guild is open.
