If you are going to sleep at 10am with nothing to do then the game is not for you. There is plenty to do.
You would think that a game that lets you build a huge workshop, compete for #1 builder status in town, fish, mine, ruin dive, research new build designs, expand the map into new areas, romance NPCs, etc. would keep you busy... but hey, I guess you must be Superman.
I'll never lose #1 workshop, every commission is done minutes after I get it & juggling my girlfriends ended once I got married.
You don't have to be "superman" to play the ♥♥♥♥ out of something 'til there is not much to do. Maybe you just need to put in a bit more effort.

You basically just install Unity Mod Manager, select My Time At Portia, hit install, then download mods and drag the zip files into the mod manager install tab.
But you'll have to do a bit of work before that so that updates don't get messed up: you'll need to go to the steam settings > go to downloads, check "Only auto-update games between:" and set an unrealistic time frame (e.g. a time where you never turn on your PC.. something like 4am to 5am, maybe) so that the game doesn't automatically update and mess things up. Common practice when you're into modding games.
This is necessary because you should uninstall all mods and restore original files before updating the game to avoid any issues and then after an update you can install the mods again.
As to where to upload mods, nexusmods.com is probably the place to go as that's the most popular site for mods atm.

You mod your game in your own space, you can not get "banned" for that as whether you mod or not is not something the dev is privy to. Did you even think this thought through?
I bought the Player's Attire package because I liked a few of the outfits. But you can't sell the clothes you don't want to use, and you can't even get rid of them by choosing Abandon. Which means they're useless items that just take up storage space.
