It's not exactly good role playing etiquette, but if you want to see them badly enough... well, Arlo's not going anywhere. You can dump Arlo, hit up all the other characters for their scenes & achievements, and go back to Arlo later.

This sucks ALL the rocks, IMNSHO. I'd LOVE to help Phyllis and give Portia a new doctor but not enough to become romantically involved with her.
Agreed. I don't even particularly care about the other romance-locked achievements, I just really want to help Phyllis achieve her dream. :-(
For example if phyllis was to start dating and another npc then maybe that npc would approach you about building her a clinic. If that npc was Albert then he could more than afford to commission you to build her clinic as a suprise for her before he pops the question.
