you gotta use the forward/back directional keys (W/S on keyboard, I'd assume just push left stick forward/back on controller) to get it into focus if the building isn't immediately outlined in green with the check mark.
some buildings are finicky, like the church requires its doors to be in focus (instead of the whole building)
- You can also freeze the time with 'C' in case you want to take a photo of a person.
- It is also possible to move the camera position with the 'WASD' buttons to get much closer than the zoom allows.
(At least that is how it currently works with the PC version - no guarantees for the console ports.)
Lemme just add, not getting that green vink popped up, a fix for me when it didn't show, was to sleep, quit the game, start it back up and continue.

Thank you! This helped me finally get it sorted! EVERYONE who is struggling press Z to access camera and it should work. Common error is going in to camera through inventory.
Also, make sure to only take photos with that checkmark. For some reason, the game will register the building as Mei if she is inside and you do not have a checkmark, which has reportedly locked people out of getting the other photos.
