waterproof clothing
I checked Wiki and discussions here and can't find waterproof clothing for the harbor project. Is it the same as the work clothes?

It's waterproof cloth isn't it? You can make it at the advanced skiver.

The advanced skiver makes waterproof cloth, I can't be sure as I'm not picking up the "Waterproof Clothing" commisions but I suspect it's just a miswording and they really just want waterproof cloth as I havn't come across it anywhere else.
Try giving them waterprrof cloth as see if they accept it.

If it's for the Harbor project like the OP says it's definitely the cloth you make at the advanced skiver.
