My character is only level 36, so if the next clothing level is level 40, this would make sense. I'll update again when my character hits level 40 to mark your post as the topic answer if that's what it turns out to be. I would mark it now but I don't want to be misleading when I haven't confirmed it myself.

You start Orange(ish), then eventually get Blue, then Brown with the fancy shorts. There's a jacket and then another Blue one after that. And also the fancy Liesure Suit for the fextivals. (I looked mighty fine for the hot pot)
I'm not one for dress up, but this game screams for more fashion choices. It really does.

So I just leveled up again to a Hoodie and Shorts. The hoodie isn't bad.
Seriously though, this game has a serious shorts fetish.
Definitely comes across as a Chinese little boy thing, for me it's even a little uncomfortable.
Thankfully I can take the other pants/jackets that are more rugged than cutesy and level them up.

Can someone explain how the upgrade system works?
The sewing machine is supposed to work purely cosmetical,
so you can wear your favourite piece of clothing instead the armor that is sold/found.
