Can't get in to Abandoned Ruins #2?

I'm on my 18th day of spring and I still can't get in. Everytime I try it says the ruin is currently under inspection or something. Am I missing something, like a quest?

I've already beaten a Civil Corps member to go to the Hazardous Ruins and got a bronze pickaxe.

Oh and I've noticed that when going into abandoned ruins 1 I never have to pay the fee. I only payed the initial one.

To get into abandoned ruins 2 i think you have to finish the bridge. you also pay per week for entry to the ruins :) hope that helps!

And that's what I thought, but it hasn't been taking the money out of my account or whatever. Even though it's been a couple of weeks since the first time I paid.
