Report a translation problem
I have the same issue. I crafted a Beginners Fishing Rod, went to the quest giver (I forget which of the brothers it was) and chatted to him - he said ‘have you got my fishing rod’, gifted it to him and still have the quest outstanding. It was definitely the correct recipient for the job. It’s happened twice so I suspect I’m not ‘giving’ him the item correctly?
Fishing Rod in my Inventory and this is what I get ALWAYS:
Find the quest giver.... (NOTE: my quest log on the right side of the screen showing I have 1/1 fishing rod).

I'm on the fence about requesting a refund. I just don't see how I progress in the game. I'm dependant on these side quests to make the coin I need to enter the ruins. Refund?
Have you tried putting the fishing rod into a storage chest, closing it, and then getting back into the chest to retrieve it. Also try with it in your inventory and on your toolbar/quickslot bar.
I usually craft 2 rods at the same time (one for me) and it takes the one of the toolbar before inventory.
Remo this game just hit early access 3 days or so ago. It's probably going to have a lot of broken quests, erased progress, corrupt save files, another world wide apocalypse etc. One broken quest is minor so I guess you have to ask yourself if you are ok with having to start again and again because of glitches, bugs, adding features, changing features or even removing some.
Personally I think this is off to a great start I have had little to no problems and the performance has been top notch.
Also, one time I went to try to deliver the fishing rod Qwia was FISHING with a DAMN ROD...
I'll just let it expire, but this is kinda of frustating on the experience to the game =/
