Report a translation problem
First of all, if the weapon you have is the strongest one you have found so far, then the forge will not accept it because it wont 'downgrade' weapons beyond their starting levels. So first you need a weapon of a higher level to upgrade the lesser weapons to that standard. (Some weapons can not be upgraded at all I think.)
Second you need to have the weapon in your backpack - the forge seems not to draw them from the boxes?
Third you need a lot of rare materials (like gems bought from the desert motel, rubies, and 'factory upgraded'-upgrade kits, which will only be all available once the harbor is completed in the main story and you actually built the factory).
If you got everything together you can chose the level you want for your weapon, and the forge will take a few hours to work on it.

According to the wiki, to upgrade the iron sword I need two topaz and two upgrade kits. I have the topaz for sure, though they're in chests. Not sure if I have two upgrade kits, but I might. Even if I don't, surely it would at least show me the upgrade dialog, to let me know which ingredients I'm missing?
I've hit this same problem with the clothing store's upgrades. Simply saying "no applicable items" isn't really helpful. The forge and the clothing upgrade mechanism should show a list of available upgrades, even if you don't have the mats for it.
Yes, the forge will show you the required materials for upgrade once you're able to actually do an upgrade. And those upgrade kits aren't regular ones. They are advanced upgrade kits (double-checked on the wiki), which require gears and steel balls, which are only made by the factory. Though if you're friends with Merlin, she sometimes randomly sends you a gear. You're still SOL for the steel balls until you get the factory, though.
Figuring out if you can upgrade clothing is as simple as looking at what clothing you own. If what you want to upgrade has the best stats of everything you own, it won't be available for upgrade.
Basically, the forge and clothing upgrades are for if you really prefer the look of a certain piece of clothing or weapon, but other weapons or clothing you own have better stats. You can transfer the stats of the piece you don't care for the look of the one you like the look of better. For example, I hate the look of the Saint's Headgear, so I bought an extra Elegant Dress Headgear and upgraded the Elegant Dress Headgear to the Saint's Headgear's Stats.
The forge is completely cosmetical.
That means if you want to continue using an iron sword after finding the nova sword for example, you can use the upgrade kits and the topas to reforge the iron sword to be as strong as the nova sword.
It is not possible to cross forge weapons btw - so you can't give the iron sword the power of the corps hammer.
