None of the tutorial quests have time limits, so you should definitely not have missed out by exploring the game. People saying otherwise and just being crumugeons.
Do you have any quests in your queue? If you're on a computer, click L to open your missions. Otherwise, you can find it by just going to your menu. There might be another mission you didn't complete first.
No they are not being "crumugeons." Talking to Presley is the first mission and if it is not done on time then the op can't do any missions, the game won't proceed, and the workshop has to be registered to take commissions, good grief. Once the workshop is registered then they can run around and do whatever.
But what is "On time" when these beginner quests have NO time limit? Doesn't make sense that the devs would punish new players for exploring the world before jumping into quests, and force them to start a new game over it. Portia is literally advertised as a game about exploration and building. I don't think this is how it's intended to work and would constitute a bug, if the OP cannot move forward.
The mission is part of the tutorial plot line, according to wiki the player must go talk to Presley on the second day of the game, making the items for the actual builders test is not a timed mission, it's not about punishment it's about following instructions on how to start the game.
I've never played a game where you can fail the tutorial so completely as not to be able to progress in the game. I don't think that's a intended feature as the Devs strike me as more intelligent than to alienate new players for exploring...
Don't get me wrong but in many instances the game seems unfriendly and not open world. I like the game but there are parts I don't like and when I review it they will be mentioned in the review.
I have played Stardew Valley, Farm Together, Slime Rancher, and they were all more clear on how to do things than this game.
Still, I like this game and will upvote it. I just will mention both wat I like and dislike in the review
When you arrive in Portia and get off the boat, Presley will meet you at the harbour, walk with you to your dad's run-down workshop,and tell you to go to the commerce guild the following day where he will give you your first mission. It doesn't make sense to try to avoid meeting him, since the actual story line won't progress without it. If you want to take your time, that's fine, most of the storyline missions have no timer, so you can drag them out. Still, you need to begin story missions in order for you to progress on the tech tree, and the initial tech is really bad.
As other have said, yes you need to follow these first instructions. They're so few that it almost isn't a tutorial, but it is indeed.
It will be interesting to see what happens, when the mission starts Presley tells the builder to "come see me tomorrow", if you are right then tomorrow means whatever day you feel like getting around to it? That doesn't make sense to me.
Tutorials in most games are a suggested path rather than a "Do what I say or don't bother playing" mentality. Even in more intense games, dying in the very beginning is usually added a as joke. MTaP is way too laid back of a game to want you to fail for missing one day.

There is a reason to follow the suggested path, if you don't follow the instructions and start the first mission then you are not really playing, you can't take commissions and start the story line, there is plenty of time for exploration in between missions once the game is underway.
But it's not required. Everyone can play any way they feel like it, even if they never take commissions or move the main story forward. The game doesn't force it, which is definitely a PLUS!
