Chimney roof?

so i finished south block but i cant find the chimney roof for a commission HELP!

The issue here has nothing to do with Petra. The missing chimney roof diagram has to be bought at the register in the research center.

ive looked in the register and it isnt there

I'm about the same point on my game as you are and the only thing I can think of is to check the commissions board to see if the chimney mission is still there from southblock (had a 28 day limit to complete)or hope you're at rank s and it comes up as a mission and it will give the blueprint with the mission. Might be a way to reload a save before weekly missions and keep reloading that day and hope it comes up.
Clicking on my Assembly 2 station, chimney roof was right next to the hot air ballon. But looking at your pictures for the notebook mine was next to the bus station but that might be the order you learn it and it, but yep, yours does not appear to be there. Any item that you get or learn to craft on missions shows up at the research center so something happened on your game if you made the chimney roof before. Hope this helps!
Edit: in my completed missions list there are 5 total "southblock missions" completed. Clarified that clicking on the Assembly 2 workstation to actually build it.

I would expect it to show up after South Block is completed.

Just to verify, you are changing pages in the register? Mine is showing up on the third page.

Edit: You also seem to be missing the Iron Wood Support diagram.
