They have just said that the code base is not at all made with multiplayer in mind. Due to how graphics rendering, physics, AI and many other things work.
You're thinking it's just a case of swapping out a lightbulb or adding a single copper wire to a bulb and it'd work, right?
Sadly, it's more like re-doing all the electrical systems in a mansion, with a blueprint that was designed for a shack. Months of unpaid work (they cannot monetize any of it without Valve's permission), and in the end they'd still receive messages from people like you asking a question they have already answered.
Also, HL2, L4D2 and CS2 might be using a similar code-base, but there's already a larger difference between HL2 and L4D2 due to an increased level of updates and other internal schenanigans.
CS2 is WAY more different, because that uses Source 2, an even more heavily modified version of Source that uses different lighting, AI, physics, etc. No way that would happen.
