I will explain two options
1) using a paddle + anchor without having a sail
I assume you have the bucket anchor only. It this is the case then simply paddle towards the islands and once you reach it you have to trow the bucket in a way it lands on a part of the island, does not matter which part(can be underwater rock, or part of the rocks that form the lower base of the island). The anchor will keep you in one place. Remember you have to actually trow the anchor and it to stick to the islands for the anchor to keep you in place
2) Having a sail
Point the sail towards the islands and you can get quicker to it. The sail has the added benefit that if you point it against the wind it will roughly hold you in place allowing you to use the paddle to successfully move backwards. Then its the same procedure with the bucket. DON't forget to switch off the sail when you don't need it!
At some point you will get the big anchor - this one is better in that you don't need to aim it, but just click on it and it will drop and stop you, no matter where.
Here is a guide that can help you in general:

If you need further help ask away :)
You can also craft a "Runner" which shows you what direction the current is flowing. Use that in correlation with the sail to achieve maximum velocity.
If you are going against the current you will need the paddle along with the sail to go to where you want to.
Some islands have tall spots that can only be reached if you have an elevated ramp or "Crows Nest".
