What's weird is that if you hover your mouse over temples and shrines, it mentions some buildings called "Temple of" and then has various deities listed after them. But I don't know how to unlock those buildings, because they weren't available, even after becoming a city.
Maybe they unlock at a later part in the story?
I read in a different post, that those upgrades are currently bugged. Supposedly, you will be able to choose a deity for your Cities after you bring your High Priest to a certain level, but that level progression is bugged, which is why we can't have those temples at the moment. :(

But yeh, shouldn't be the norm that people have to edit their save files to get access to options that were supposed to be in the game to begin with....
You got to find the high priest of a deity I think. I know you can talk to high priest of Eztro or what ever the stag gods name is and he will build a temple dedicated to that god in your lands and i think this makes u a follower.
Also some of the companions that worship gods or npc u can talk to them and there dialogs to make u intrested in there gods to dedicate your self to them or mock those people for worshipping that deity or tell them your not intrested.
So i think the system is in game already. =)
So far the deitys that inteest me are: "Iomedae, Abadar, Desna," In that order.
But so far cause way game plays out I mostly bin leaning more to being "Atheist" in the game mostly due to all the gods and goddesses from lore im learning while playing, all of the deitys just seem to be just powerful creatures or humans not gods but ancient or new beings with alot of power that look at them selfs as gods/goddesses. So personaly felt it was pointless to worship any of them in the game and why i kinda like Abadar for my people to worship cause it incourages them to obey my laws and pay there taxes. =P

And if have yet to see any option to dedicate myself to Serenrae or Groetus (considering Tristian and Harrim are the only people that really talk a lot about their deities), I can say they're cool or they're stupid, but that doesn't change anything, really.
I had some cool dialogue with my calistria cleric when first meeting regongar and octavia. It's a real shame you need class specific dialogue to allow religion lines, specially since devs told us otherwise.
But I agree, it would be nice just for flavor
I was afraid of something like that and wondered why the hell it was taking so long. I've got Divine up to like rank 5, and the High Priest still hasn't approached me about it. :(
I kind of want to start instating worship of Urgathoa now, just to spite the Pharasmans for wasting my time!
I would really wish to be able to worship Lamashtu, I don't know why I find her so interesting, but given that she's not even an option for clerics/inquisitors as a deity, that will prob not be able for the city either. And for main story purposes it does make sense, even tho I'd love it.
But man, Pharasma and her fanatics are actually crazy, so I'd probably go with your idea as well (if THAT is possible, seems you can only choose between 3 or so and I don't think Urgathoa is one of them :( ).
But yea, apparently level 5 is the bugged level and after progressing to 6 you can choose, but with 5 being bugged, progressing to 6 doesn't do anything..
Well, if you spare Lamashtu's priestess, you can return to the shrine and recruit her as an advisor. She can fill the roles of either High Priest, or whatever that role is that Tristian takes up.
I know, I do have her, even tho I still use Harrim as High Priest. It's not quite the same thing, tho. :(
I didn't have much choice after killing Tristian.
If I ever find the third NPC to fill the spot, I'll make Tsanna my High Priestess again. She's just substituting right now.
