Of course, nothing there says, its illegal, but its not legal either. If you build her shop, it does not bring any extras, like +1 economics or stuff like that, as i recall it right, but just the gifts she brings to you every month.
And you will never be able to buy something from her, as all her goods are requested stuff from her customers.
Not to mischange it with the smugglers market, where you get BP every week, but looses economic points all the time.
In short, this game has an actually realistic version of good and evil. IE; evil gets a buncha of cool toys, and good gets to feel good about themselves with no toys. Because they broke them because they're evil.
Hahaaaa... true. I know I'm missing out on some pretty good gear but... it's not like it breaks the game. Octavia almost cried when I broke her toy. Oh well, my cleric gets to feel morally superior if somewhat shabby on the gear side.
