Opportunist Not Working?

I've done repeated testing with Nok-Nok and just my tank in battle to avoid confusion, and I'm seeing no OoO's from opportunist. I know they're attacking the same mob because they're both getting the flanking bonus.

It's definitely not that Nok-Nok has already used his OoO--the entire battle neither he nor the tank get a single OoO.

Is this working for other people with the latest patch?

in order for teamwork feats to work both parties have to have them?

And you only get a certain number of Op attackes per round unless you take another feat?

its not a teamwork feat, its advanced rogue talent

You sure you didn't take a teamwork feat as a combat trick rouge talent?

The feat says "Opportunist", it's not Outflank. And I'm getting no OoO's at all, so the 1 per round limit isn't it. If I reload and take Outflank on 2 characters instead of Opportunist, it gives OoO's like it's supposed to--so it's just Opportunist that's not working, at least for me.
