Magic full plate counts as "masterwork" armor, allowing +2 AC from dex (meant to represent better comfort when wearing it)
Fighter lvl3 gets 1 extra AC from dex (if he has 16 or more dex)
Fighter lvl7 gets another extra AC from dex (if he has at least 18 dex)
In other words:
If a (naked) character has 12/14/16/18/20 dex, he gets +1/2/3/4/5 AC from dex
most armors limit the AC you may get from dex, especially heavy armors
--> so usually high dex (above 12) is useless in plate mail
magic plate mail allows 1 more, so 14 dex is the maximum that makes sense for most chars wearing plate (paladin, cleric,..)
fighters are an exception, they have a special feature that makes high dex in combination with heavy armor useful (it makes sense to start your fighter with 14 dex and wait for belts that increase all 3 physical attributes)
I agree, seems wrong. Maybe temporary buffs don't count for some reason?
Masterwork does not impact max dex bonus, only armour check penalties.
