Upgrading Buildings?

Has anybody figured out how to upgrade villages and buildings? I've got a quest to upgrade my capital into a town, but can't find any option to do so.

Also, I can't seem to find Jubilost anywhere. I failed to save his cart from the river and he said he'd head to my capital, but I can't seem to locate him. I just got done beating the Troll King.

Can't seem to upgrade my capital either. I got the quest but I can't find any option to do so in the kingdom management screen...

For the first upgrade you have to own 2 other regions on the map. I just got it.

Yeah, seems like upgrades are tied to events or projects of some kind.

Yup, tied to main-quests too. Further you get, more land you own, more you can do with it. Go steal you some land!

It says the upgrades are available, but there's no way to upgarde.. I've completed the trolls, i have 3 regions now.. but still can't upgrade any buildings.

I also can't figure out how to upgrade my settlements. Part of the kingdom development quest tells me to upgrade them into towns, but I've only figured out how to do so with the Capital.

How did you do it with the capital? I haven't even gotten that to upgrade yet.

I thought we already explained this?

You need to control at least 2 additional regions (claim them), then you should get a project / event (I forgot which one), which gives you the chance to increase the size of your capital.

I think he's asking how you upgrade a building, not get more space in your towns / cities.

isn't it having 2 stats at rank 2 or higher? that's what i thought it said somewhere, but could be that i confused that.

Yes, asking about upgrading a building. I've gotten the event(I believe to up town size), but failed it repeatdely(Stupid RNG). I have several stats at rank 2 or higher... Maybe i need to up the town size before i can upgrade? Even though it says upgrade available(on several buildings).

If I remember correctly the game tells you early on in Chapter 2 about an 'Artisan' who will occasionally visit one of your towns and sell you a blueprint or the ability to upgrade your buildings and you get a message a few days later to let you know one has arrived.

The problem is that I checked everywhere in my capital and couldn't find this character, so either I'm not remembering correctly or it's bugged.
