Base Buildings: They're always available to you.
Alignment Buildings: They may or may not be available to you depending on alignment e.g. stocks for evil kingdoms.
Level Buildings: These become available as kingdom stats hit certain levels.
Event buildings: These become unlocked based on advisor and ingame choices e.g. accepting your tannery deal.
Advisors have a happiness stat that works on a + or - scale. Different advisors give different choices and they will normally increase or decrease this stat for different advisors. That is Jhod may dislike your choice (Jhod happiness -1) whereas Harrim doesn't care (Harrim no change). If an advisors unhappiness reaches 3 (3 choices that displease them. Not necessarily in a row as each choice doesn't always affect an advisor but without one they agree with in between) they'll probably leave. On the other hand if you alternate or swap them out you can keep them from leaving. That is . . .l
Octavia displeased +1
Octavia displeased -1

My advice if you don't mind reloading is try and save before meeting an advisor if your in a situation where your choice will make them leave and you really don't want to give up an option you can then swap them out for a different advisor who probably wont be in the same situation.
This thread https://steamcommunity.com/sharedfiles/filedetails/?id=1620155171 lists a lot of buildings and their unlock requirements.
The other thing is to try and pick advisors who generally seem to align with your own tastes in their choices. Like I said Jhod left me (reloaded) because he is very strict and "Eliminate all minor religions" in his outlook whereas Harrim's "We're all going to die in the end" means I can choose to spare or protect them and it doesn't bother him. If you recruit everyone you can you should have 2 or 3 possibilities for each choice and be able to find someone who's suggestions your generally happy to go along with though there'll always be times you disagree and they can be made angry for some choices as I explained above. For instance I choose to keep taxes moderate rather than doubling them as Kanerah wanted or eliminating them entirely.
And I coulndt remember if had disagreed with her before so I was kinda afraid she was going to say surprise mfker and leave me out of the blue a month later or something.
Regent is Charisma, Magister is INT. Val has ways to get a very high Charisma, likewise INT for Octavia.
Like I said keep a save till a month or two passes game time just to be safe but I'm fairly sure its the decision that's important not the outcome and they'll leave on the spot if you make 3 bad decisions in their opinion. Unless its changed its always +/- 1 per deicsion regardless of how they act.
