Nope, they haven't. And from the looks of things, never will.

The current abilities are limited to outfits/accessories and weapons only. And if you go outside of the official tool, I've seen one environment shader recolor mod and various trainer-like Cheat Tables and one "difficulty" cheat table (just increases hp/damage of enemies basically).
