Turfeffects is only used on the grass—even the bushes are separated. Unfortunately, we don't yet have access to most files; turfeffects' are an exception.
I did mean to try and get my hands on that configuration tool that was included with the benchmark demo, see if it would work with this release. I imagine it won't, and I assume someone already tried. I seem to recall extra lod settings in that tool that allowed the user to push draw distances further.
I believe everything you've asked for will be possible in the near future.
