Of course, you need to check the sign which tells you what type of fish is found at that fishing spot and use an appropriate bait for that to happen.
Try changing the lure accordingly with the species present at the current spot (species might be indicated on a nearby sign).
Consider launching a new game just to check if it's still broken (get to Galdin as soon as you can and try).
Seeing fish in the water itself while in fishing mode *before* actually hooking a fish isn't really something that occurs every time. Sometimes, sometimes not, depends on the fishing hole/water. At least in my experience. Although Galadin you often can because the water is so "clear."
If no blue/yellow dots are appearing in the *radar* at all, then something is borked. The advice to restart just to check if it's the save or the game is good. You can also try Steam's verify files check thing, to make sure some simple file missing during install didn't occur or something.
