Ticking clock element?
I left the game on for about two hours while doing chores and cooking the other day. I don't know how much time has passed in-game, but I assumed it doesn't matter. One of my friends is claiming it does matter but won't say more for fear of spoiling something.
Is my friend telling the truth?
I was under the impression this game was narrative driven and wouldn't punish the player for talking to NPCs and investigating thoroughly so I hope this timer thing is false.

No. There are time limits only for particular quests.

The time passes either on a new dialogue line/event or on reviewing cases in your ledger. The latter works always and can be used to skip time if you run out of options.

Time only passes ingame under specific circumstances, eg talking to people.

There isn't a time limit for the game persay, but you do eventually run out of things to do otherwise.

It also works with any book, not just your ledger.
