Inland Empire softcap

I want to get EVERY possible interraction with Inland Empire in the game. It has lvl8 on game start (choosen skill) and I can put 6 more skillpoints in it.

I really should upgrade Inland Empire to 14?:). (A lot of skillpoints). Or what skill level is optinmal to get most Inland Empire content?

if the "impossible" target is really 18 and not 20 like i thought, then, unless you crit fail,
15 should be near 100% success with the minimum of save-state reloads.
i'd only go this route if i wanted to cut out the amount of reloading passing all the passive checks would take.
