Sounds like you skipped a ton of stuff.
Odd that might be a bug. I literally JUST did this. I told them about the shootout, got disconnected, picked up the radio phone again and connected to my precinct and asked them.
Thanks for your post. I think you're right, it does seem like a bug but perhaps one that I could've avoided. On my most recent playthrough, I deliberately attempted to make no contact with my station until I got my badge and gun - I wanted to see how Precinct 41 would react when I proved that I was a good cop instead of the colossal screwup Harry was historically known for being. However, even before Ruby's confrontation, I noticed that the option to call my station was never available after getting my badge and gun. I didn't think it would persist after the Tribunal. Rip.
If I had to make a guess, I'd say that if a player, such as myself, didn't make contact with the station prior to getting the badge and gun, the option to call the station would be rendered unavailable for the rest of the game. As a consequence, the quest "Are you La Puta Madre's peone?" would be rendered unfinishable.
I guess next time I play, I'll call the station early anyways even if I didn't have either the badge or gun. Perhaps then that would "lock in" the option in the future, since your testimony of finishing the quest likely happened under those same parameters (please correct me if I am wrong).
