La responsabilité BUG
I've tried to get the Achievement "Committee of la Responsabilité". Everything was fine until the very last moment, when I climbed up the Statue. I was able to make the Warship came to me. But then the screen just stuck there with the warship's shadow glooming over. I couldn't go to Menu, or click on anything, except the dialog section. I waited for 10 minutes, but the game kept looping over and over. Please help !

Still didn't find anything about how to actually fix this, BUUUT, you're gonna have to trust me on this, you can safely watch this quest (this specific outcome) on youtube, and just finish this quest without actually summoning the warship. I know that at first this may seem like a bad idea, since you don't want spoilers and want that actual outcome on your quest, not a differente one, but trust me when i say that on this case it's not a big deal, if you watch on youtube you will see what i mean. i stopped playing this game for two weeks because of this bug, but once i saw on youtube i realized how unnecessary it was, just trust a random stranger on this one.

same problem persists through multiple, independent playthroughs. i'm left with only this achievements unfinished

+1, I got the same exact lock 4 8 10 12 times in a row. Tried changing gear, lowering refresh rate from 120hz to 60hz, unplugging the controller - nothing.

Got a couple of other similar locks in some random dialogue, hope they'll figure out what's going on, but it seems like this problem has existed in some form since original release.

EDIT 1: Tried lowering graphics settings, running windowed, classic voices, and tried a suggestion someone figured for PS5 and kept pressing up. Tried with both controller and holding W on keyboard - no luck.

Noticed couple of weird things that may not have anything to do with this though, on Classic voice mode some voice acting lines for Soona and Kim krept through that probably shouldn't play.

EDIT 2: Took a look at a log file that's located where the save games are (On Windows, '{user folder}\AppData\LocalLow\ZAUM Studio\Disco Elysium'), found this in the logs:

EDIT 3:
Inspected the log more closely, seems like there's this peculiar error too:
NotSupportedException: To marshal a managed method, please add an attribute named 'MonoPInvokeCallback' to the method definition. EDIT 4: Took embarrassingly long to note this, whenever close to a sleeping spot where the thought for La Responsibilité starts to pop up, the thought keeps showing up and never goes away regardless how many times you accept or refuse it.

Can say that I've now also tried this ending with and without Kim, and also before and after meeting Ruby and the tribunal showdown

Same, game gets stuck when the aerostatic should pick me up. Tried numerous random things as well :/

As @nobbie said, I also want to reiterate after the thought for "La responsabilite" appears as an orb, it never disappears. After you accept or decline the thought, the purple orb should normally disappear, but it doesn't. No matter where you go, either to the Whirling-in-Rags or to the cabin in the fishing village orb keeps appearing. Also I think this is not an isolated event for the "La responsabilite", because the same thing happened to me for the "Get yourself organised" task when I was doing a communist run after the moralist bug happened. Even though you can finish the communist task, the thought orb always appears near the sleeping spots. I haven't done the fascist and ultraliberalist runs yet, but I think I will see the same problem there as well.
