[BUG] Smoker on Balcony cutscene doesn't end

I'm not sure what causes this, but when the Smoker leaves after your discussion with him, the cutscene will not end. Meaning you cannot save, load, open your thoughts, stats...ANYTHING.

This happens with and without Kim at your side, regardless of if you can convince him to let you in to the apartments or not.

Edit: After several attempts and hard resets, I was able to get past the cutscene and into the apartments, but no clue what caused it.

So my initial attempt was without Kim. After a few attempts, I loaded a recent save, and kept playing. After some story progression, I went back and tried again, with Kim. Same thing happened, and after a reset or two, it worked as intended.
