Discarding the ledger card (spoiler)

In my current playthrough, I did not get the option to discard the card in the ledger's compartment even though I was outside, anyone knows why?

You need to pass a shivers check. You need at least level 4 Shivers.

A piece of clothing that increases your shivers by 1, alcohol and a level up would be enough to boost your level to 4 Shivers if you have only 1 point in Physique.

I could swear that I had hobo cop which gives +3 shivers and I still didn't get the option.

Hobocop increases learning cap for Shivers, not levels.
