Since you are going for a high INT build, and you get two pieces of clothing with boosts to conceptualization early on, you should have the total of 6 points required to make the passive. The main trick will be getting the ledger compartment open, but any active skills check can be accomplished, with enough save scumming.
Your RCM cloak can also be acquired on the first day, which gives a +1 to shivers. Now you got 6.
If that's not enough, you can increase the skill cap by getting Anti-Object Force, which is pretty easy, only needing to kick the mailbox, the garbage bin, and smashing the door in the bookstore, to get. Now you can put in two more skill points as soon as you have the exp to do so, which brings it to 8.
I doubt you'd want more than 8.
