Is "time" important in this game?
like how dead rising's quests have?

None of the tasks disappear after a certain amount of time/days, if that's what you're asking. Only plot progression will prevent you from completing certain tasks.
Time isn't too much of an issue overall. There's a limited number of days I think I read somewhere but in practice you'd be hard pressed to hit that amount unless you're purposely just wasting time by reading your journal over and over. You have plenty of time to complete side quests (time goes up by choosing new dialogue options, so you can take your sweet time exploring and reading text). Just make sure you have the money to pay for your room on day 2.

There's a few side-quests that require you to do them at a particular time (you'll be told of this). There's at least one that can be missed after a certain number of days. Otherwise, only plot progression should impact you.

You can try being late and see what happens. Failure is encouraged in the first playthrough.
