Horrific necktie dialogue

Do you have to wear the necktie to have it chime in conversations, or do you just need to have it in your inventory?
I removed it a while back for the butterfly that gives you +2 logic, and I haven't seen the necktie come into conversations from that time, but I've read somewhere that you don't actually need to wear the tie for it to have it chime into conversations.
So... which is it?

I recently tried taking it off before buying the medical alcohol from Rosemary and it didn't say anything, for what that's worth. I think you have to be wearing it. Though there are some conversations where you need to have other skills, like Electrochemistry, to even start down the path where it will eventually chime in.

If anyone is still interested in this, no, you don't need to have the necktie equipped for it to talk. I'm literally playing right now and testing it, I have the +2 Drama thing on at the moment and the necktie still came in a dialogue to let us know its opinion :D
