The money was most notable difference for me, but even that is something you can kind of offset if you're familiar with the game.
I think they could've gone harder on it, but I can also see how they might've felt that wasn't fair to the people who, unlike me, didn't play the absolute ♥♥♥♥ out of this game before Hardcore even came out. I think there's some associated content you unlock for beating the game on Hardcore at least, like Kim in his jacket. Haven't done that yet.
2nd playthrough hardcore should be easier than your first by a notch.
But there is no fun in that, lower rolls (keep in mind passive rolls / dialogue options not just checks that you choose) just locks you out of content and different ways to progress.
No, dont do hardcore, unless you want 100% achievements
