Have you already made it into the Harbor? Via Another route perhaps? Once you get into the harbor you can't make Measurehead move to push the button. This is a big confusion for a lot of people. My understanding is there is no way to fail after internalizing the thought. Anything you pick works. Kim just may hate you depending on what it is.

Other than that, you may need to describe what exactly you are failing. Most people I think don't deal with Measurehead to get in and out of the harbor.

Also if it's some kind of red check you are failing, The Precarious World makes you fail all red checks while researching it.
