I only have a “moderate” and “brilliant” shader quality. This fix didn’t work for me, so let’s see about turning all those settings down.

Also noticing that The Cop doesn’t always follow Kim to the location where things are happening. Perhaps that has something to do with it?
That did it! Clicking on her beforehand solved the whole dang thing. I can’t wait to go back to fullscreen, a lot of this text is for ants (and my new glasses prescription is still about a week away from being done).
After the first speaker-related soft lock, I also noticed that The Cop couldn’t move until the camera zoomed and panned back to a specific point after every conversation. Made doing the Egghead thing again very tiresome.
