Off-site Filament Memory missing?

I can't find the Off-site Filament Memory I need for Soona's quest, I tried looking up what to do and everything I found says I need to look in the ice cream maker, but it wont give me the option to interact with the ice cream maker. When I inspect the bear fridge the game tells me to read a note, but there is no note nor option to read a note anywhere. Am I missing something? How am I supposed to progress?

Maybe the note is already in your inventory? It shows up under the Interact tab after you take it out of the fridge.

You need to get a tool from Soona to open the ice fridge. I got the option to convince her after I helped her finish her research.
