So what should do if I reached a skill max cap therefore I cannot put more points to them, but I failed a skill check twice (ice cream machine physical instrument) and for further do I need to open it for quests?

Drink Al-Gul, that will raise the cap. Put another square on mr Coach and try again.

I think Al-Gul stacked if you drink several types Al-Gul at once?

Its a side quest. You'll need an item from Soona (programmer) to open it properly.
