Report a translation problem
To the whole row cap limit, not just one skill.
A - The chosen skill starts with a free skill point. The only one your character will begin with.
B - ALL skills associated with the same attribute as the signature skill will have their MAX skill points increased by one. So you can invest one more point in them during the game then you usually would be able to.
C - The skill gets a pretty crown. The crown has no other effect (to my knowledge).
Like having the inland empire as a signature skill does it give you some unique dialogue options?
Not necessarily. Since it increases the caps of other skills in the same row, it may actually be better to give it to a very weak skill. (Say if you are starting off with a 1 for any main stat, which would mean your max is 2 for all the skills in that group.)
Also if you are going low PSY or low PHYS, you may want to make Volition or Endurance a signature skill to get an extra max health/morale early on, in addition to increasing the max skills of a row.
But it is more fun to make it whatever you want---it is a role-playing game after all.
