Law-Jaw and hand/eye coordination passives?(bug?)

So this is another thing I noticed: the thought says it makes all the hand/eye skill passives auto succeed, but I never saw passives succeed that where higher than my actual skill level. So either I'm misunderstanding the thought's effect or it doesn't actually work as intended. That or by point you get the thought you have already passed the point most difficult checks appear?
