I just unlocked it and took a couple of screenshots:

My savoir faire was at 4.
I wasn't following the guide so i'm not sure how i did it, but as you can see it randomly unlocked when i entered the kitchen in the hostel and the description talks about opening doors and containers, so just open everything and look in every container? idk.
I've chosen your post as answer just for the mere fact that your screenshots are the first images I ever saw about the Jamrock Shuffle thought functioning properly.
I had 0 time to try again but for now the proof that It can be unlocked it's more than enough for me. This thing obsessed me for quite some time, I don't think Savoir-faire (or any skill) has anything to do with unlocking it, I've tried anything with all stat at 1 and at 20 (as stated in an older thread).
In the end I belive that, as other here stated, it got patched a few days ago, strange because I can remember I've read on Discord that somebody (probably close to Devs and game testers) told to Xander77 (author of the 1st thought cabinet guide) that all the thoughts functioned correctly. In November 2019. Mmmmh....
But I'm rambling once again, amazing work and many thanks to everybody here!
