Kim Kitsuragi's secret

If you try to get Kim to tell you a secret, you get faced with the legendary Authority skill check.
Is it possible to pass this check or is it a scripted failure?

It's available from the beginning of the game. When talking to Kitsuragi, you say "I want to talk about *you*". That can lead into the dialogue option "Tell me a secret about yourself". Kim will say no, and you'll get a legendary authority skill check if you try to ask again.
The skill check isn't in the option itself, but in the dialogue leading up to it

I got through the authority checks, nothing happened and Kim tells nothing, it just says "this guy (Kim) has authority of the charts".

I invested all of my points into yellow/blue skills, and I was genuinely curious if there was something about Kim that I was missing out on by not investing in Authority.
That's mildly disappointed, but also very appropriate for someone like him. Thanks for experiment for me

There's also him being part of the Homosexual Underground.
His pose when he refuses to tell you a secret about himself may be a subtle hint to this.

Then there's his not-so-very-secret passion for fast cars.

In hindsight, the most surprising thing about him would be the fact that he's not above confiscating property for personal use. Like the spinning hubcaps or the fake skulls' leather jackets.
