It rather describes someone who is unable to function without being always triggerede by something that doesn't align with your own political and/or social world-view regardless of what that is. For instance, if you are so desperate to be outraged, that instead of simply enjoying a product for it's own quality, you spend hours looking through years of the creators old Tweets and Instagram posts searching for that one thing that can offend you, so that you can immedietly go on the internet and cry about it.
