Unless, of course, you're still stuck in central Martinaise. If you haven't been to the village yet, where you'll find a bunch of other stuff to do, then you should do that. Talking to Joyce should have revealed at what point you'll have access to that area.
Yeah, game of the year
It's designed for multiple playthroughs because of the way it works. And should you wish to do so, next time you play it through you could make sure that you dress for authority, or increase your caps, or put more points into it, so you get that roll. I'm pretty sure that talking to Evrart gave me a +6 modifier this time around, so even through my authority cap was low, I still passed the check. So maybe it's the way you talked to Evrart that affected your modifier?
Nevertheless I don't think that not passing that check prevents you moving forward in the game. There's probably something you haven't found yet that lets you move forward.
But hey, I'm fairly sure that getting the whole story from Titus is optional to complete the game. You don't need it to talk to Klaasje, you don't need it to get the body out of the tree, you don't need it to get to the fishing village, where there's a bunch of other side quests. You're not locked out of completing the game, you're just locked out of getting information from Titus at this particular moment in time.
