Is it possible to talk to her after arresting her? I still have the quest to talk to her, but I can't figure out a way to talk to her, since calling the police station doesn't seem to work.

From my own playthroughs: No, you can't. Once you arrest her, that's it.

Thanks. That's a bit annoying since I arrested her because she was a flight risk so I would be able to talk to her later and she wouldn't run away.

it's not a bug, it's entirely intentional. if you arrest her, she goes to the station for processing (either yours or Kim's, I forget).

YOU are not at the station, and do not have access to it. this is explained multiple times. including every time you call on the radio to your station.

the ONLY difference arresting her makes, is that:

-you don't get a certain tip she would have left you otherwise, if you even need it.
-a very minor point in the final evaluation of your "performance" by the rest of your team.

otherwise it makes no difference.

but yes, either way you need to make sure you have exhausted ALL possible lines of conversation with her before you actually meet Ruby.
