Found My Badge, but.......
it didn't register as a completed task and I don't see it in my inventory. In fact, finding my badge is still on the uncompleted list. Is there a bug, or do I need to do more to complete it?

You can look it over more closely from the Interact tab.

You also need to call your precinct to tell them that you are 1/3 the way to being a functional police officer again. I think.
