Need Points in physical?

I talked Kim into attempting to shoot the body down, he failed, I offered to try and I failed.
I failed the strength check to fight Measurehead, and don't have any thought slots open to entertain his race science ideas. The Felix Biederman right-to-work guy says he won't fight him, and the anti-scab dude had nothing to offer after the failed attempt either.
I failed the Savoir-Faire check to jump for my jacket on the upper walkway to get to the harbor that way. Apparently my character is too scared to drop down a 10-foot ledge.
Now it seems like I've soft-locked myself, since I can't get into the harbor from anywhere.
For a game with such an amazingly in-depth dialogue system, it seems weird that the game is effectively punishing me for putting my points into Intelligence and Psyche, since it seems like all the plot-required skill checks are physical in nature. Like is this a CRPG or a point-and-click adventure game?

RNGesus really doesn't want you going into the Harbour huh...

I played Thinker and went the jump down the ledge route with the Savoir-Faire check. Easiest for me to get at, considering my low skill level. I say drop a point into Savoir-Faire and try again.

Focus on side quests until you have the needed point, and put it into the skill, at which point the check will unlock. preferably in Savoir-Faire unless you want to do a nationalist playthrough.

I had a higher chance of hitting Measurehead (like 27%), so I just save scummed it. Save right before the attempt, then try. If you fail, reload and try again. It only took me a few reloads to succeed. I tried to jump off that balcony at least 10 times and kept failing, so I gave up on that. My percentage was really low though (like 12%).

You dont need that many points on Phy, but maybe do need to save some skill points to unlocked failed checks or a new thought slot. At least in early game when your skills lvl are probably low.

I think you can just pull on his legs or boots while he's still hanging, there was a dialog choice there somewhere.
