why can't i recognize "man with sunglasses" and "hose faced woman" ?

this guy and her partner is CLEARLY from the same station (41), this is really really really obvious but i have no dialog option to discover the truth ad dig a bit more.. i don't understand
this is really frustrating.

Brain damage and denial. Your own mind is fighting you on this, basically. Not the only case where that's happening, just one of the most obvious.

ok, i didn't finish the game yet but i hope the ending is not "amnesic cop find out he did the murder" kind of ending. this would be just too cliché
